Download Winsock Fix. Windows XP will restore these missing values with a reboot, Vista and 7 will not. Other tools or using the command line would produce an error trying to repair a non existent Winsock in the registry. You can go directly for the CurrentControlSet in the registry and set its Winsock to the defaults for your Windows version straight away, or try to restore whatever is found in the ControlSet backups.
The second option is useful if you want to try and save any registry information in Winsock from 3rd party applications. If you look at the number of Protocol entries found for any ControlSet, the minimum should be 10 and anything showing less than that has missing or corrupt entries. XP does a better job that the other OS's but it is still hit and miss.
Install the OS disc and boot from it than run through as if you are doing an install. But when you get to the last window before formating your drive and starting over windows will offer you a chance to repair. Do this it will look like its installing a new OS but when done, if it works you will be able to start windows. Even if it works You will probly have to reinstall some of your hardware and drivers.
So have them ready. But there is always the chance that it won't even boot. If not booting you will have to do a new install. As always it is best to backup everything you want to keep before doing this or a new install.
