MEG Project fully applies and strongly advocates anti-corruption principles and integrity risks management with due diligence. The Project has already worked with partner LGs on enhancing their general capacities to effectively manage their internal integrity risks and ensure organizational resilience towards integrity violations. This was done by delivering a practical training on fraud and corruption awareness and corruption prevention for selected LG employees in The training program increased general understanding of trainees from all partner LGs and provided them with practical examples and tools that enable them to timely recognize and prevent corruption, assess integrity risks and develop prevention and mitigation measures.
Moreover, an Anti-corruption Manual for Local Governments the Manual was developed, within the auspices of the Project. The Manual facilitates phase analysis and strengthening of individual integrity pillars and is as such very applicable to current state of affairs in partner LGs.
This is particularly important as it relates to the fact that some LGs do have integrity plans in place, but only some of them are truly functional. On the other hand, some partner LGs have not worked on developing their integrity plans yet.
The Manual can also support partner LGs during the process of development or revision of their own integrity plans. In order to contribute to the struggle against corruption and unethical behavior, and to increase the overall transparency in partner LGs, the MEG Project will focus on raising awareness on fraud and corruption among greater number of LG employees and allocate significant efforts to developing in some instances or further strengthening existing LG integrity systems.
It is fair to note that thorough assessment of the current state of affairs in partner LGs and the design of tailor-made approach action-plans in order to address and strengthen key integrity pillars in partner LGs, will have to be somewhat limited - as it has to be in line with the allocated level of effort, other country-wide EU funded project plans IPAK and recommendations, draft Anti-corruption Strategy , legal framework limitations and the given time frame for this specific consultancy.
This will be done by assessing current individual LG state and facilitating development of their own tailor-based anti-corruption and integrity action-plans. Relevant training for LG employees will also be offered on as-per need basis. In addition, at least three 3 new integrity plans for partner LGs that are lagging behind the others when it comes to existing mechanisms, will be developed within this consultancy. For this purpose, an Expert on Anti-corruption the Expert will be hired.
Duties and Responsibilities The Expert is expected to assess the current state of affairs in all 18 partner LGs and to realistically, in cooperation with the Project team, identify key areas for possible improvement in each of them. Moreover, the Expert is expected to: work with LG working-groups and guide them through the process of designing and developing their individual tailor-made action plans, provide relevant one-on-one online training sessions and consultancies in line with the action-plan activities planned for for each partner LG.
Furthermore, the Expert will facilitate the process of development of the first draft of Integrity Plans in three 3 pilot partner LGs to be selected based on initial assessment results.
